1.Declarations of interest

2.Approve minutes 19 January 2022
The notes of the 19 January 2022 meeting were approved as minutes and signed by the Chairman. Proposed by Cllr Harvey, seconded by Cllr Webber, all in favour.
3.Matters arising

4.County Council matters
Cllr Hinton met with Mr Rowan Smith, LCC Highways to discuss the Traffic Management Plan.  LCC approval for the gateways is granted with the deletion of the 30mph roundel portion of the sign.  Cllr Hinton will obtain a revised quote from Glasdon Ltd for the gateways and order them when received.  LCC Highways will consider having 30 mph roundels painted on the roads in front of the gateways to reinforce the perception that drivers are entering the Village.  
5.District Council matters
District Cllr P Robins briefed that the by-election for a County Cllr will take place on 24 February. The Mallard Pass solar farm was still in consultation phase; this is a project that requires Government approval.  Cllr Robins was monitoring the state of the Station Road pavement during building work and issues with mud and parked vehicles blocking the pavement. Cllr Robins will take any planning comments back to SKDC.
6.Planning issues - verbal report from the Planning Working Group; fencing at Travellers’ Rest, Glen Road, Castle Bytham
Cllr Mc Laughlin said that the second S20/0134 application had slightly different wording; the Planning Working Group were against the conditions being removed; the house was inhabited despite the failure to action the 2020 conditions; drawings should be produced of what the applicants were requesting. S22/0249 – Cllr Brooman said that a previous application for Plot 7 had been refused; the design of this new application is more in keeping with the neighbouring houses but the scale and location were the same and against planning policies, therefore the Parish Council’s previous objections on the latter still stood. Cllr McLaughlin said that correspondence sent to Peter Lifford (Planning officer at SKDC), regarding the installation of a fence at Travellers’ Rest, Glen Road had now been forwarded to the Enforcement Department.
7.Planning. 
a.S22/0134 – Mr Luke Smith; Section 73 application remove conditions 2 (Material Details) and 3 (Ancillary Use) of planning approval S14/2488 (Change of use of workshop and surrounding land to residential use). Highbury Lodge Hill Farm, The Clock House, Swayfield Road, Castle Bytham. The Parish Council would like to object to this application, with the expectation that conditions applied to previous applications should not be indiscriminately removed, as they make an important contribution to the development. The two conditions are not overly demanding and can easily be discharged by the applicant. 
b.S22/0249 – Oakwood Homes Marl Nicholson; proposed new dwelling with garaging and private parking (Plot 7). Pineview, Holywell Road, Castle Bytham. The parish council would like to object to this application. It recognises the improvement in the design, which is more in keeping with the newly built properties, however the council still feel that the site is not a suitable location for the development, and as per the inspectors
 findings, “The proposal therefore conflicts with Policies SP2 and SP3 of the SKLP, which together set out the development strategy for the district and the circumstances in which infill development is supported. As I have found that there would be significant harm to the character and appearance of the area there would be further conflict with Policy DE1 of the SKLP, which promotes good design and seeks to ensure that development is of an appropriate scale, density, massing and height, and that it makes a positive contribution to reinforcing local distinctiveness. For the same reasons, the proposal would conflict with the aims of Chapter 12 of the Framework in respect of achieving well-designed places, notably the requirements of paragraph 130.”
SKD has granted planning permission to the following applications:

S21/2453 - 8 Cumberland Gardens
S21/2420 - 9 Counthorpe Lane
8.Community Speed Watch 
Cllr McLaughlin has received the radar speed gun and Hi-Viz jackets. Once the signs have been delivered, Cllr McLaughlin will schedule a site meeting with Lincolnshire police to agree locations and let the volunteers have a trial run.
9.Second defibrillator for the village
Cllr Hinton has registered with London Hearts who will give a £300 donation towards the purchase of a defibrillator, bringing the cost to the PC to £745.  It has been agreed with the Shop Committee that it will be located on the community shop external wall; there will be small cost incurred to connect it to the Shop electricity supply.  Cllr McLaughlin will add the new defibrillator to the national defibrillator database once it is installed. Cllr Hinton was researching defibrillator cabinets – the cost will be in the order of £1200 ex Vat.
10.Fibre Broadband project
Cllr Brooman said that there were no updates as no communication had been received from BT.
11.Amenities Working Group report – cemetery groundwork tenders; cemetery paths edging
Cllr Harvey carried out an inspection of the playing field on 16 February and found the area in reasonable condition. Woodcraft Tree Services will remove the long branch which is lying close to the footpath sign. Concrete slabs on the north and south side of the castle mound and slide slope need to be covered up again. The basketball structure bolt caps have been delivered and will be fitted. The ‘No Climbing’ sign on the basketball hoop structure will be re-fitted with tamper-proof bolts. The dry-stone wall which extends into field, close to and parallel with the southern garden fence of 39 Glen Road, has significantly deteriorated, particularly a one metre length from the rear garden fence of number 37 Glen Road; the residents were concerned and had put tape round it – detailed inspection, advice and quotes for remedial work to be sought. The Councillors had received positive comments on the planting of trees for the Queen’s Canopy. Cllr Hinton will circulate the cost of edging the cemetery path from the gate to the T junction. Finding a contractor ready to take on ground repair at the cemetery was proving difficult.
12.Recreation Field development – adult fitness equipment
Cllr Hinton now had six options to choose from. Back on the agenda in March.
13.Queen’s Jubilee – Planned events and financial contribution
Cllr Hinton, as Steering Group Chair attended a meeting on 25 January with all interested parties. The Bythams School were planning an outside picnic before Easter. Anything Goes were planning a street party in Glen Road on Bank Holiday Friday 3 June. Bytham Heights and Cumberland Gardens were planning street parties. Cllr Hinton had applied for a £7,700 lottery grant, on behalf of the whole Glenside community; if successful, the grant will be used to fund requests for financial assistance from various groups planning events.  A post on Next Door will direct people to the website on how to apply for funding. This item will be on the agenda at the March meeting.  The Parish Council agreed that disbursement of the Lottery Grant supporting Jubilee events would rest with the Jubilee Steering Group.  
14.Discuss purchase of two benches
The “Anything Goes” group have purchased a memorial bench for Pat Bowles to be located at the upper green. The Parish Council will install a base for the bench – quotes will be sought; it was suggested the bench could be located on the lower slope adjacent to Heathcote Road – this section of the upper green belongs to SKDC. Cllr McLaughlin said that planning permission would be required as the upper green was in the Conservation Area. District Cllr P Robins will liaise with SKDC’s legal department on historical upper green ownership proceedings. Cllr Hinton suggested installing a brass memorial plaque and post for former County Cllr Bob Adams, rather than a bench, at the upper green also – Cllr Hinton will obtain quotes.

18.Appointment Internal Auditor and fees
It was proposed by Cllr Harvey, seconded by Cllr Brooman to accept the quote from DE Accounting & Payroll Services Limited to carry out the internal audit for a £124.80 fee including VAT.
19.Approve Lincolnshire Association of Local Councils £243.06 annual subscription renewal 2022/23
The Councillors unanimously agreed to renew the annual subscription at a cost of £243.06. Payment will be made in April at the start of the new financial year.

21.Councillors’ verbal reports
Cllr McLaughlin will contact the Environment Agency to check on the design of the Glen Road railing the Environment Agency are to install shortly by the stream.
Cllr McLaughlin said that the Parish Council would address the issue of the Mallard Pass solar farm only if formally consulted.
