The notes of the 15 December meeting were approved as minutes and signed by the Chairman. Proposed by Cllr Harvey, seconded by Cllr Goode, all in favour.

6.Precept 2022/23
Cllr Hinton had circulated a breakdown of revenue, capital cost and expenditure. The Councillors agreed to request a £15,500.00 precept for the year 2022/23; proposed by Cllr Brooman, seconded by Cllr Hayward, all in favour.
7.Planning issues - verbal report from the Planning Working Group
Cllr McLaughlin said that the Planning Working Group suggested the Parish Council approve application S21/2420; during the site visit the Planning Working Group had asked the applicant to be mindful of parking during works. The Planning Working Group thought that application S21/2453 proposed extension would have minimum impact and therefore had no comments to relay to the Parish Council. The planning Working Group had no objections to relay with regard to application S21/2534 as the property cannot be seen from the road.
The Planning Working Group had sent an e-mail to SKDC planning department regarding the wooden fence placed at Travellers’ Rest in Glen Road as it did not match any other fencing in Glen Road which is in the Conservation Area of the village. Cllr McLaughlin said that the Planning Working Group had created a standard site visit request notice template to be used to send to residents applying for planning permission.
8.Planning. A) S21/2420 - Mr Steve Moody; relevant demolition of front wall to allow for driveway extension. Brook House, 9 Counthorpe Lane, Castle Bytham. The Councillors had no objection to this application. B) S21/2453 - Mr and Mrs Gwyn and Lesley Richardson; erection of single and two storey extensions to the rear and single storey timber sheltered area to the side. 8 Cumberland Gardens, Castle Bytham. The Councillors had no objections to this application. C) S21/2534 - Mr Adrian Morgan; two storey side extension and alterations to the existing patio. Plantation Lodge, Morkery Lane, Castle Bytham. The Councillors had no objections to this application.
The following applications were approved by SKDC:
Quarry Development. Cllr Hinton said the PC would shortly be put in touch with the final developer for the Quarry. Building on section A section (18 dwellings) was expected to begin early this year but section B at the quarry is unlikely to start before 2023. Section 106 funding from the development, for children’s play equipment at the playing field, would be released once 75% of the houses were occupied. The Station Road footway has a section 106 funding allowance to resurface, but not the road itself.
Cllr Harvey asked for designated wildlife areas at the quarry to be monitored when building takes place.
9.Community Speed Watch
Cllr McLaughlin said that the radar speed gun and the signs will be purchased, following the unanimous vote by the PC for the funds.
10.Second defibrillator for the village
The Councillors were unanimously in favour of Cllr Hinton applying for a £300 grant from London Hearts for a second defibrillator to be placed outside the shop. Cllr Harvey asked for first aid and defibrillator training to be organised.
11.Fibre Broadband project
Cllr Brooman said that Lincolnshire was included in the national rollout review; bidding will close at the end of 2022. The new service will not be implemented until 2024.
12.Amenities Working Group report – cemetery groundwork tenders; cemetery paths edging; cemetery, upper green and playing field tree work quotations
Cllr Webber has stood down as Chair of the Amenities Working Group. Cllr Harvey carried out an inspection of the playing field on 18 January and found the ground and equipment in good order. Three quotes had been received for tree work on PC land; Cllr Hinton will write to Woodcraft Tree Services to accept their tender. Cllr Hinton had written to six companies inviting tenders for cemetery groundwork upgrade; only one company, EnvironSK, expressed an interest and will carry out a site review. Cllr Hinton will measure and provide a quote for cemetery path steel edging from the gate to the T junction. Cllr Hayward said that ‘Anything Goes’ had suggested installing a bench in memory of Pat Bowles.
13.Recreation Field development – responses to tender for adult fitness equipment
Cllr Hinton had circulated four possible designs for equipment up to £9500. The Councillors agreed that residents’ opinions should be sought via the website and Next Door before making a decision.
14.Queen’s Jubilee
Cllr Hinton had e-mailed community groups in the village and the Bythams School so that events could be coordinated. A meeting will take place on 25 January.
15.Village gateways update
Cllr Hinton will meet with Rowan Smith from LCC Highways shortly. Mr Smith had been complimentary about the Traffic Management Plan which Cllr Hinton had also sent it to three MPs, neighbouring parishes and Martin Hill, LCC Leader.

19.Councillors’ verbal reports
Cllr Hayward said that grass cuttings on the upper green steps needed to be cleared regularly and that Station Road sloping grass banks were in need of mowing. Food bags placed on tree branches at Station Road railway bridge were an eyesore; Cllr Harvey and Cllr Hinton will prepare an article to appear in Glenside News highlighting the issue.
