The notes of the meeting held on 21 July 2021 were approved as minutes and signed by the Chairman. Proposed by Cllr Mc Laughlin, seconded by Cllr Brooman, all in favour.

SKDC has confirmed that no election had been called; notices for co-option will be displayed until October.

  1. Planning issues - verbal report from the Planning Working Group

Cllr McLaughlin gave the report - S21/0606: the application on the surface looked like a change of previous planning condition but was not a full application for the driveway and removal of trees in the Conservation Area; the Planning Working Group could not recommend the application and felt that the Planning Officer had given the wrong advice for an application in the Conservation Area. S21/1456: the three members of the Planning Working Group made a site visit and reported that they had no comments on the application which was out of view. S21/1587: the new extension was 2.4m longer than the one in the previous application and additional windows had been added - a south facing window overlooked the neighbours’ garden and a north facing window overlooked the neighbours’ courtyard; the Planning Working Group could not recommend the application because of its scope, access for residents of other houses in the terrace via the shared path and the fact that it was not in keeping with the remainder of the terrace. The Planning Working Group had contacted residents regarding application S21/1400 from Holywell Hall for additional weddings  - the application was being considered by Careby, Holywell and Aunby Parish Meeting who had contacted the Parish Council for their comments but none had been received from Castle Bytham residents. A Planning Appeal had been made to the Secretary of State against SKDC’s refusal of planning permission for a proposed new chalet bungalow on land adjacent to Pineview, Holywell Road. SKDC had granted planning permission to  the following applications: S21/1071 - Riverside Barn, 6A Glen Road; S21/1419 - approval of details reserved by condition; New Inn, 27 Station Road; S21/1110 - 52 Glen Road

  1. Planning Applications
  1. S21/0606 – Mr Paul Bloodworth. Section 73 application to vary condition 2 (Approved Plans) and condition 6 (Ancillary Use) of planning approval S17/1499 (Erection of detached garage with living accommodation above and detached outbuilding) to allow the building use as holiday let and not solely for ancillary residential purposes. 32 Water Lane, Castle Bytham.  The Councillors had no comments to make on the  Condition change annexe; with regards to the driveway, the Councillors were surprised that the proposed driveway works have been included in this application, as they expected these works within the conservation area to be in a separate application.  The Councillors noted  the proposal for block paving, and the applicant assured the Parish Council that it will be permeable and will have raised sections to prevent direct run off into Water Lane.
  2. S21/1456 – Mrs D Fisher-Smith. Rear extension to annexe, replacement terrace and steps. Replacement roof lights, reroofing, rendering rear elevation and insertion of two dormer doors with small balconies and metal railings. Pepperidge Farm, Morkery Lane, Castle Bytham. The Councillors had no comments on this application. C) S21/1587 - Mrs Elaine Heppolette. Erection of a single/two storey rear and single storey front extension. Resubmission of S21/0797. 20 Station Road, Castle Bytham.The Parish Council objected to this application.  The proposed development was almost 50% longer than that which was approved under application S21/0797, which the Parish Council supported.The Councillors felt that this larger proposal was not in keeping with the surrounding terrace and will look out of proportion to the remaining street scene.  The diversion of the communal right of way will have a detrimental impact on the remaining residents for wheelie bin moving and potentially wheelchair users.  This application added additional windows in both the south and north elevations.  The new window in the south elevation would be detrimental to their neighbour, overlooking their yard.  A new window in the north elevation brings the total new windows from 2 to 3, and will increase overlooking into the garden of no.18 Station Road, to their detriment.

 

  1. South Kesteven Village Services and Facilities Survey 2021

Cllr Hinton had started filling out the survey which will need to be submitted by 1 September 2021.

  1. Community Speed Watch

Cllr McLaughlin had placed notices on Next Door, the Parish Council website, Glenside and the notice boards. Zoom training will take place on 6 September; 6 volunteers had come forward. Following the training it will be possible to find out the cost of the project and identify areas where monitoring will take place. Cllr Hinton said that existing SID could be used also. It could be possible to share the cost with other villages who have the speed gun.

  1. Fibre Broadband project

Cllr Brooman had collected 65 addresses interested in taking part in the project and will obtain quotes from some providers. An article will appear in the October issue of Glenside News.

  1. Projects for the Queen’s Platinum Jubilee in 2022 including: a) installation of a fire beacon; b) financial support for street parties; c) permanent memorial options; d) commemorative items for children

Cllr Hayward had collated some information on a beacon and other suggestions. Cllr Hinton will look at the September accounts shortly and suggest a sum to ear-mark for the projects in next year’s precept. Cllr McLaughlin suggested providing templates for a decorative crown competition, a pageant, a competition for a new flag design and setting up a Jubilee working Group. Councillors will e-mail the Chairman with suggestions.

  1. Amenities Working Group report

Cllr Hayward reported that more work was needed to finish painting the cemetery fence; Cllr Hayward had received no replies from contractors regarding fencing work at the upper green. The Station Road bus shelter needed wood treatment to be applied. An article will appear in Glenside News reminding residents to trim back branches overhanging roads and pavements. The village sign’s stonework looked shabby. Cllr Harvey carried out an inspection of the playing field on 15th August 2021and had found the area generally in good condition.  Picnic Benches - new benches have been secured; one by the swings, one by the slide, and three secured  under new permanent wooden gazebo. The old remaining bench had been dismantled and the wood stored out of site in the north-east corner, awaiting removal by Michael Wright. Swings and See-saw - generally in reasonable condition. Swing area base surfaces in generally good condition : stable and clean. The small gap between four tiles had not increased and presented no current risk. New anti-pigeon strips were secure.The new swing seats have been installed. Trees - Michael Wright was monitoring the area around the newly planted trees and mowing when appropriate.No current issues with most of the established trees, the large tree with three main trunks situated between the slide mound and the basketball hoop structure appeared to be very poorly. The western-most branches had no foliage and appeared to be dead. This be assessed professionally in September together with all trees at the cemetery and on the upper green. Potential funding for new trees through LCC will be applied for; the application form will be returned by 3 September 2021 - four potential sites will be identified; Cllrs Hinton and Harvey will meet for a site visit at the playing field to discuss further. Castle Mound and slide. Rear end fencing post remained secure. Worn upper slats have been cut away to remove sharp edges, as recommended in the ROSPA report. Access Gates. Swing gate to footpath beyond “castle” mound remained in good repair. The catch for the lever on the main pedestrian gate from Glen Road has now been replaced. Goal posts remained secure and offeedr no risk. Covid 19 mitigation warning signs present at both entrances.Outstanding issues arising from last year’s ROSPA report : most considered low risk. Fencing at southern boundary – SKDC had been made aware of ROSPA’s comments. Basketball structure bolt caps : have been ordered. ROSPA recommended that a warning sign should be fitted on this structure : “Do not climb, do not hang… do not wear rings or other jewelry” etc and also further ownership and dog “ban” signs around the play area - suitable signs have been purchased and collected by Cllr Hinton.

The application to Unity Bank for the current account was completed online and required hard copies of documents had been signed. Cllrs Hinton and Brooman were signatories authorising payments. Cllr Harvey and the clerk will submit payments. Cllr McLaughlin will be added as signatory once the account is opened.

  1. Councillors’ verbal reports

Cllr Hinton said the the Standing Orders will be updated using the 2020 NALC Model Standing Orders. The traffic management plan will soon be available for review.

Cllr Hayward reported on the Village Hall Committee’s meeting - the High Street ‘phone box purchased by the Parish Council could possibly be used as a book swap/ library. A community event was planned.

Cllr Harvey said that some vegetation which had been destroyed during the building of the quarry access road had grown back and offered rare habitat again.
