1.Declarations of interest
None
2.Co-option of a Councillor
Mr David Goode had made a written application for the first vacancy; Mr Goode spoke to the Councillors via video link as he was isolating after testing positive for Covid-19. Mr Goode was co-opted to the Parish Council – proposed by Cllr Brooman, seconded by Cllr McLaughlin, all in favour. Mr Goode will sign the Declaration of Acceptance of Office form before taking up his seat on the Parish Council.
3.Approve minutes 20 October 2021
The notes of the meeting held on 20 October 2021 were approved as minutes and signed by the Chairman. Proposed by Cllr Harvey, seconded by Cllr Webber, all in favour.
4.Matters arising - second vacancy
No candidates have come forward to fill the second vacancy.
5.County Council matters
The Councillors were sad to hear that County Cllr Bob Adams had died. The Councillors will write to Mrs Adams to express their condolences; The Parish Council will also send letters to LCC and SKDC to pay tribute to Bob. All LCC queries will now be addressed to District Cllr Penny Robbins.
Cllr Robbins will chase up the approval of sites for the village gateways – Cllr Hinton submitted the sites in October.
6.District Council matters
District Cllr Penny Robbins said that the Deepings Leisure Centre had been discussed at Cabinet and would need major refurbishment. The Spinney tree dressing day will take place on 27 November. Planning consultation was taking place regarding a 2000 acres solar farm; the proposal will be presented to the full council but the government will probably be making the final decision. Cllr McLaughlin said that an exhibition on this project will take place at Ryhall Village Hall on Tuesday 23 November – slots to attend have to be booked in advance; Cllr McLaughlin will circulate the URL for Mallard Farm developer’s website. 
7.Planning issues - verbal report from the Planning Working Group
Cllr McLaughlin said that the Planning Working Group had been disappointed that the planning system had been used with regard to application S21/2216 as nothing had changed since the refusal for an application for a dwelling at the same site.  The PWG had no objection to application S21/2179.

8.Planning Applications 
A) S21/2216 - Mr Anthony Eudall. Development and change of use of a building sited on Morkery Lane, Castle Bytham to a live-work unit. Building positioned adjacent to Morkery Lane, Castle Bytham. The Parish Council was disappointed that the planning system had been used to allow clearly a residential property to be applied for in the same location where the Planning Inspectorate refused an appeal from the same applicant for a residential property re APP/E2530/W/3269574. The current application is for a residential property with a small office, not a live-work unit as per application S21/2216. The reasons for refusal of S20/2095 have not changed and are still valid. The site is still not a suitable location for housing, with particular regard to accessibility to local shops, services and facilities; nothing has changed in the village since the applicant’s previous application. The Parish Council deem application S21/2216 still contrary to the Development Plan. 
B) S21/2179 - Mr Harry Buxton. T1, crateagus monogyna (common hawthorn) - reduce height by 2 metres, generally reshape, remove crossing branches, crown raise adjacent to public footpath. Red Barn House, 8 Glen Road, Castle Bytham. The Councillors had no comments for this application.
- SKDC has granted permission to application S21/2093 - tree work at 5 Glenside
- The Planning Inspectorate has dismissed appeal ref: APP/E2530/W/21/3275463 - Land adjacent to Pineview, Holywell Road, Castle Bytham. The appeal referred to application S20/2150 for a new chalet bungalow, refused by SKDC on 1 April2021.
9.Discuss purchase Christmas tree lights
It was proposed by Cllr Harvey, seconded by Cllr Webber to spend up to £200 for 20m of LED bright white low sparkle Christmas tree lights, all in favour.
10.Community Speed Watch update
Cllr McLaughlin said that Colsterworth Parish Council would decide at their next meeting whether they could lend their radar gun to Castle Bytham. Six of the seven volunteers have been trained. Indemnity forms were being chased. There will be a meeting with the Road Safety Partnership to get locations approved and have a trial run with the equipment. 
11.Fibre Broadband project
Cllr Brooman said that Castle Bytham was in the first phase of the procurement process; addresses had been submitted and most people will not need to go through the voucher scheme. Cllr Goodman will prepare another article for Glenside News with this update.
12.Projects for the Queen’s Platinum Jubilee in 2022 
Cllr Hinton will have a meeting in January with the Midsummer Festival Committee, the Children’s Party Group and the Party Girls to discuss possible projects.
13.Amenities Working Group report 
Cllr Harvey carried out an inspection of the playing field on 17 November 2021.The Covid warning signs will be replaced with new ones. The large tree between the slide mound and the multi-function structure will be assessed during the general tree survey. Three tree surgeons will carry out inspections in the next two weeks.
Basketball structure bolt caps replacements had been delivered but were the wrong size. The ‘No Climbing’ sign on the basketball hoop structure (as recommended by ROSPA) will be re-fitted with tamper-proof bolts shortly.
Cllr Hayward was looking at designs for the replacement of upper green railings. Cllr Harvey and Mrs Harvey will assess the trees that are sent for the Queen’s Green Canopy.
Cemetery: The Amenities Working Group will submit proposals and costs for edging the paths. A draft was being prepared for ground improvement.
Fly tipping in Water Lane had been reported.
14.Recreation Field development

Cllr Brooman hoped that Cllr Goode would join the Planning Working Group.
Cllr Hayward remarked on the higher number of buses travelling through the village.
Cllr Hinton had attended a Local Access Forum for Lincolnshire; the importance of maintain bridal paths had been highlighted to LCC. 3000 horses were registered within a 30 mile radius of Castle Bytham; Cllr Hinton thought that more progress had been made at the meeting than at those during the past five years. Managing public rights of way was important to encourage people to walk and cycle more.
