Minutes of the meeting held on 19 August 2026

Public comments:

  1. The Castle Mound - information was made known to the committee about the ownership and activities undertaken recently.

 

  1. Two parishioners wished to discuss views from various young people in the village, including a hand written letter, which the Chair will personally respond to. Their wishes were for a ‘pump track’ to be considered. This will require a committee including those involved in the proposal. Cllr Vernon stated her willingness to assist and that funding from SKDC could be available. A representative of Castle Bytham Midsummer Fayre stated seed funding could also be available. This matter will be discussed again in September, with representatives invited to attend.

Proposed by Cllr Brooman, seconded by Cllr Mclaughlin; all in favour.

 

  1. County Council matters
  1. Local Government Re-organisation - comprising City of Lincoln and Lincolnshire Unitary districts. With elections in 2027, then a transitioning year, with a boundary review not until 2032.

b) Community Grant scheme - still looking for suggestions

c) Volunteer scheme - Balfour Beatty could be utilised to assist with the painting of the cemetery fencing and railings on the Upper Green.

d) Community Speed watch - South Witham and Little Bytham have volunteers ready to be trained.

 

  1. District Council matters

None - Cllr Robins not in attendance.

 

  1. Planning issues - verbal report from the Planning Working Group

  Application S26/1375 21 Station Road - felling of seven trees.

Recommendation - no comment.

 

  There was discussion concerning 9 Pinfold Road, The Old Smithy and Rural Tails.

 

  1. Amenities Working Group report.

Cllr Morrow - Richard Pyne can commence repair work on the Village Sign in October.

 

Re-purposing of the existing red telephone box, an application for funding will be made by the end of August. There have been two emails received from members of the public:

  1. A book depository
  2. A seed and plant depository

 

  The Churchyard - the clerk will email the Diocese to ascertain an issue regarding maintenance.

  Recreation ground - a broken bench needs attention and equipment requires cleaning.

  Logs need removing.

Fire service survey - Cllr Hammond and will reply on behalf of CBPC.

Cllr Mclaughlin - Parish notice boards will be serviced by a locksmith if quote is accepted.

Chair reported a conversation with a parishioner over their concern the Parish Website wasn’t regularly updated.
