1.Declarations of interest
Cllr Hayward declared an interest regarding item 7.
2.Approve minutes 27 August 2025
The record of the meeting held on 27 August 2025 was approved as minutes and signed by the Chairman. Proposed by Cllr Dugmore, seconded by Cllr Hayward, all in favour.
3.Matters arising
It was reported that a tree had been taken down by a tree surgeon in Water Lane.
The damaged junction box at the upper green has been repaired; the Parish Council has paid the invoice which will be sent to SKDC for reimbursement.
4.County Council matters
County Cllr C Vernon said that a formal objection had been lodged regarding the National Grid power line plans which will affect highways and traffic; central government will make the decision, there will be no formal consultation but views will be listened to. There was not enough information available yet and the exact route was not known;battery storage and solar farms could follow, making a long-term impact on the region.The LGR rolls on with a drop in session scheduled on 24 September in Stamford.Minor crossing on the A1 had been closed; a consultation on the Great Ponton A1 crossing was taking place. LCC’s Chief executive will be retiring in March 2026. Traditional Travellers had settled in Morkery Woods but will be moving on shortly.
5.District Council matters
Cllr Robins said that the wheelie bins new rota had started. Mandatory food waste bins will be rolled out by 15 April 2026.
6.Planning issues - verbal report from the Planning Working Group
Cllr Brooman said that the tree application at 9 Pinfold Road had not yet been determined. The Parish Council will send comments regarding the Planning Appeal for 9 Pinfold Road.
7.Planning. Planning Appeal: 9 Pinfold Road, Castle Bytham; Mrs P Gibson has appealed to the Secretary of State against the Council’s failure to give notice of its decision within the appropriate period on planning application for:- Erection of a detached dwelling with associated hard and soft landscaping. Cllr Brooman will draft comments and circulate them to the Councillors prior to responding.
8.Amenities Working Group report. Lower green sign quotes for repair work
Cllr Hayward was liaising with several contractors prior to issuing a mowing contract for all areas of the village except for the playing field which falls under a different contract. District Cllr P Robins had provided the names of several contractors already working for neighbouring villages. Cllr Hayward had produced two maps of village areas to be cut. Cllr Brooman said that the precept requirement will be adapted to cover mowing costs once the quotes have been received.
9.Active right of way issues
Deferred. Cllr Sismey-Durrant, Footpaths Officer, had a meeting with Peter Hinton from the Local Access Forum and sent a report to the Councillors which will be discussed at the December meeting.

12.Accounts
Cllr Brooman had circulated an updated budget.
The following payments were approved:
- Bythams Woodland Trust - Spinney donation £352.00
- BDG Contactors - playing field mowing £360.00
- G Gibson - upper green junction box repair £105.00
- M Johnson - July mowing £450.00
-M Johnson - August mowing £450.00
- HMRC - clerk’s PAYE £310.81
- M Cooke - clerk’s salary 26 weeks £1243.26
13.Councillors’ verbal reports
Cllr Morrow asked about the legislation/financial arrangements regarding the cost of trimming Parish Council trees with branches overhanging residents’ gardens.
Cllr Brooman said that flags attached to lamp posts would need to be removed once they get tatty during the winter months.
