During the Public Forum a resident reported concerns about a cemetery tree overhanging a property in Cumberland Gardens. The Councillors will look at the recent tree survey carried out for the Parish Council and will discuss this matter at the February meeting.
Peter Hinton,  former Councillor attended the Lincolnshire Local Access Forum; the new Forum’s Chairman would like to to reinvigorate the rights of way improvement plan; a pilot scheme is being set up; the Councillors unanimously agreed that Castle Bytham Parish Council will be one of the pilot Parish Councils. Cllr Sismey-Durrant volunteered to become Footpath Warden. Peter Hinton will send paperwork and grant funding options as the Local Access Forum exists by statute but does not receive any funding.

2.Approve minutes 18 December 2024
The record of the 18 December 2024 meeting were approved as minutes and signed by the Chairman. Proposed by Cllr Goode, seconded by Cllr Sismey-Durrant
3.Matters arising
The Old Quarry gates have been closed again; roadworks had been the cause of street lights becoming faulty; Cllr Hayward has trimmed the overhanging branches at the cemetery.
4.County Council matters
County Cllr C Vernon said that overnight work on the A1 (20.00 until 6.00) had begun  and will last eight weeks; vegetation will be cleared. There were no official diversion routes through Castle Bytham. Community Speed Watch would like to set up mobile groups in order to keep hot spots under control. Internal flooding during recent heavy rainfall should be reported to LL to generate a flooding investigation. People were encouraged to comment on LCC’s proposed budget by logging on to ‘letstalklinc.gov.uk’. Roadworks signs left around the village will be collected by LCC.

6.Planning issues - verbal report from the Planning Working Group
Cllr Dugmore presented the report - the Planning Working Group had no comments on applications S24/2173, S25/0001, S25/0021. The Planning Working Group had no comments on application S25/0052 for tree work at 3, Glenside, Castle Bytham - this application had arrived too late to be included in the agenda. There were no replies from SKDC regarding the heap of soil between 14 and 16 Station Road.
7.Planning. A) S24/2173 - Mr Steve Moody. Section 211 notice to cut down dead tree of unknown species to base and replace before it falls into the nearby river. Brook House, 9 Counthorpe Lane, Castle Bytham. The Parish Council had no comments on this application. B) S25/0001 - Mrs Jean Flynn. Formation of agricultural vehicle access. The Bungalow, Clipsham Road, Castle Bytham.The Parish Council had no comments on this application C) S25/0021 - Lucy Cardew. Construction of new car port and garage storage. Old Quarry House, Morkery Lane, Castle Bytham.The Parish Council had no comments on this application.
SKDC has granted planning permission to the following applications: S24/2188 for tree work at Red Barn house, Glen Road; S24/1689 for a timber framed garage at 7 Heathcote Road; S24/2069 for non-material amendment to planning permission S23/2073 at The Old Vicarage, Little Bytham Road.
8.Amenities Working Group report - planning field annual safety inspection
Cllr Hayward will go through the playing field annual safety inspection report and make recommendations. ‘Men in Sheds’ were proving difficult to contact in order to obtain a quote to replace the vandalised bench at the playing field. Cllr Hayward was also seeking quotes to repair the village sign at the lower green and the upper green railings. Cllr Hayward had trimmed a tree overhanging a grave at the cemetery and the family who had requested the work was satisfied with the result.

9.Renewal annual LALC subscription
The Councillors unanimously approved the renewal of the the annual LALC subscription at a cost of £266.92. The payment will be made after April 5 in order to appear in the 2025-26 annual accounts. Proposed by Cllr Hayward, seconded by Cllr Sismey-Durrant.
10.Memorial bench at the crossroads
Deferred until the next meeting; the Councillors will go and have a look at the existing bench at the crossroads.
11.Dog fouling issues
Deferred until the next meeting.

Cllr McLaughlin had been contacted by a resident regarding the concrete gullies in Water Lane; Cllr Hayward will take some pictures and report to LCC.

16.Councillors’ verbal reports
Cllr Dugmore mentioned poor street lighting on some sections of Station Road; clerk to contact LCC to ask whther they would review their street lighting provision.
Cllr McLaughlin said that National Grid would be carrying out work in March; all Bytham Heights residents had received a letter to inform them that a generator will be in operation during the works to avoid any loss of power.Cllr McLaughlin checks the defibrillators monthly and will have a meeting on 27 January with Glenside Surgery’s new practice manager to explain the procedures regarding the defibrillator on the surgery wall. Cllr McLaughlin will write an article for Glenside News regarding the defibrillators.
