During the public forum the heap of soil at 12A Station Road was discussed. Cllr McLaughlin was sending a strongly worded letter to SKDC regarding the ongoing situation. Environment Health had removed tyres from the heap.

The record of the meeting held on 18 June 2025 was approved as minutes and signed by the Chairman. Proposed by Cllr Dugmore, seconded by Cllr Morrow, all in favour.

District Cllr P Robins presented her report: Fruit Tree Grant Opportunity for Parish Councils - Parish Councils are invited to apply for a grant through the King’s Coronation Community Orchards Fund, which supports the planting of community fruit trees. A minimum of five fruit trees can be requested through this initiative.If your parish is interested in creating or expanding a community orchard, this is a great opportunity to get involved in. Bin Collection Days Are Changing - information coming soon
South Kesteven District Council (SKDC) will launch an online information campaign in early August to support upcoming changes to bin collection days. This will be accompanied by leaflets and information available in key community hubs.
All residents will receive a new bin collection calendar and a letter explaining the changes during the week beginning 18th August 2025. The new bin collection rounds will begin the week starting 15th September 2025.
Stamford Bridge Closure - Please be advised that Stamford Bridge will be closed for maintenance from Monday 14th July to Monday 1st September, for a total of 7 weeks. Motorists are advised to plan alternative routes during this period.
6.Planning issues - verbal report from the Planning Working Group
S25/1096 - Cllr McLaughlin said that previous applications for the site had been refused by SKDC in 2017 and 2020; access had been the reason for refusal. The present application had no architectural merit.
7.Planning. A) S25/1096 - Mike Lowe. Conversion of agricultural building to 6 dwellings. Angel Wells Farm, Morkery Lane, Castle Bytham. The following comments will be sent to SKDC:Castle Bytham PC objects to this application as the proposal presents no architectural merit in its location within open countryside. This location is well outside of the village envelope, and all the residents of the six houses will need to use their vehicles to access village services, along an agricultural field track to the public highway. The visibility splay where the access meets the public highway is poor, and the increase in traffic as a result of 12 extra vehicles and their daily movements would be detrimental to the residents of the adjacent Angel Wells Farmhouse. The proposed development will also be in the vicinity of an anaerobic digester, and move residents close to an established noise source.
B)S25/1137 - Mr P&L Etherington- Replacement doors, windows and roof tiles, demolition of conservatory and installation of raised decking; replacement porch and dormer window. Gatsby House, 46 Glen Road, Castle Bytham. The Councillors had no comments on this application. C) S25/1250 - Mr Goodson. Section 211 Notice to fell Silver Birch Tree (T1). The Councillors had no comments on this application. Barn Cottage, Castlegate, Castle Bytham. D) Kilnside Energy Park Consultation - The Councillors had no comments on this application at this scoping stage.
Cllr Morrow witnessed a tree being taken down near the pump -recent applications will be looked at.
8.SKDC - Regulation 18 Local Plan Consultation
Cllr McLaughlin will reply on behalf of the Parish Council. Castle Bytham was not affected by the allocation plans.
9.SKDC - Consultation on New Housing Strategy (2025-30) draft
Cllr McLaughlin said that the consultation addressed decarbonisation and solar panels.
10.SKDC - Feedback sought on plans to locate additional housing in South Kesteven

11.Amenities Working Group report. Approve design and cost cemetery sign. Approve design lower green sign
The Councillors approved a £120 spend on a sign for the cemetery regarding the water supply - proposed by Cllr Goode, seconded by Cllr Morrow, all in favour. Quotes for different design options for the lower green sign will be considered at the next meeting.Cllr Morrow will ask Euan McLaren for quotes to trim a tree on the playing field; some of its branches are overhanging a garden in Water Lane, causing damage to fruit cages.

15.Councillors’ verbal reports
Cllr McLaughlin said that the new litter bin ordered from Glasdon had not yet been delivered - clerk to contact Glasdon. The battery in the defibrillator located on the surgery wall was running low - clerk to order a new battery.
Cllr Morrow said that the playing field was closed for a week for repair work from Monday 14 July.
