During the public forum six residents voiced their objection to planning application S23/1942, Holywell Road.

2.Approve minutes 25 October 2023
The notes of the meeting held on 25 October 2023 were approved as minutes and signed by the Chairman. Proposed by Cllr Hayward, seconded by Cllr McLaughlin, all in favour.

5.District Council matters
District Cllr P Robins had sent e-mails with regard to the upper green brick wall remnant which SKDC will remove. SKDC would be unable to trim the tree obscuring the street light in Church Lane because the tree belongs to the property behind the stone wall.
6.Planning issues - verbal report from the Planning Working Group. Forestry; housing development
Cllr McLaughlin said that the Planning Working Group had no comments on applications S23/1805 which was a small extension and S23/1896 for tree feeling – an article will appear in Glenside News encouraging tree replacements when residents fell trees, either at the same site or elsewhere in the village; the parish council would help identifying possible locations. Cllr McLaughlin said that play equipment on the Holywell Road playground had been removed – the play equipment was a Section 106 of application S00/0537 for three dwellings on Holywell Road; condition 12 stated that the playground would be installed before the first dwelling was occupied. Cllr Brooman had received an e-mail regarding neighbours of the Travellers’ Rest field on Glen Road having been subject to intimidation – the parish council’s advice was for any such incidents to be reported to the police.
7.Planning. A) S23/1805 – Mr Burrell. Erection of single storey side extension and single storey link extension; Balwen House, Little Bytham Road, Castle Bytham. The Councillors had no comments on this application. B) S23/1942 - Mr Mark Nicholls. Erection of a single dwelling; Land at Holywell Road, Castle Bytham .C) S23/1896 - Mr Garie Hind. One Laburnam anagaroydies (T1) fell to ground, One Acer speudoplatanus (T2) fell to ground; The Old Bakehouse, 5 Heathcote Road , Castle Bytham. The Councillors had no comments on this application.

8.Discuss precept 2024/25
The precept will be discussed further at the December meeting when an annual budget with a 7.5% precept increase will be considered.

11.Amenities Working Group report - pond matters; quote for tree work
Cllr Hayward said  presented an annual mowing schedule for the Councillors to discuss at the next meeting. Following rewiring work by an electrical company, the upper green step lights were permanently on. The Amenities Working Group was working on a wish list to forward to District Cllr P Robins as suggestions for SKDC’s community engagement where they would provide manpower and the Parish Council would provide materials; proposals included the following: the phone box which could be repainted and used as a hub for information on the village and its amenities and also book swap location; playing field equipment cleaning and goal post repainting before the Midsummer Festival; bulb planting around the village and at the gateways, Cllr Hayward had purchased four large bags of bulbs; village sign repainting; cemetery railings repainting. Pond matters were put on hold at present. Brett Renshaw from Woodcraft had sent a quote for tree work highlighted in the tree survey – the Councillors unanimously approved the £2000 quote and work will be carried out in December with the stipulation that the work will carried out above and beyond the arboriculturist’ s recommendations.  Cllr Lee will check the  upper green Christmas tree tubing and visit ‘Snowbird’ to discuss the installation of the upper green Christmas tree; the clerk will contact Castle Inn with regard to the upper green tree lights. Cllr McLaughlin had been contacted by residents whose peacock had been killed by a an aggregates lorry at Morkery; Cllr McLaughlin will contact District Cllr P Robins to ask whether the speed limit at the Morkery bridge could be lowered.
