1.Declarations of interest
Cllr Goode and Cllr Hayward declared an interest with regard to item 8C
2.Approve minutes 15 November 2023
The notes of the 15 November 2023 meeting were approved as minutes and signed by the Chairman. Proposed by Cllr Dugmore, seconded by Cllr McLaughlin, all in favour.

6.Precept 2024/25 - confirm and sign off
It was unanimously agreed to apply a 7.5% increase on the 2023/24 precept and to request a £17,845.00 precept from SKDC for 2024/25 – proposed by Cllr Brooman, seconded by Cllr Goode.
7.Planning issues - verbal report from the Planning Working Group; section 106, Holywell Road playground
Cllr McLaughlin presented the report. S23/2073 – the proposal was in keeping with existing building.  S23/2212 – the Planning Working Group recommended consideration for other householders and working hours taking into account the proximity to other properties. S23/2163 - the Planning Working Group recommended that attention should be paid during building work with regard to parking of construction vehicles, with consideration shown to other householders and the hours of working should take into account the proximity to other properties and events at the village hall opposite. S23/2178, S23/2179 – the Planning Working Group recommended that attention should be paid during building work with regard to parking of construction vehicles. S23/1881 – the Planning Working Group had no comments.  Holywell Road playground; the section 106 was a decision notice in 2000 in relation to three houses being built on the east side of Holywell Road – the condition was for a play area to be constructed on the west side ahead of the first house being occupied. There was no obligation for the playground to be kept in perpetuity. Swayfield Road stable and land – an e-mail will be sent to SKDC’s enforcement officer with regard residential occupation at the site for more than 28 days without planning application.
8.Planning. A) S23/2073, Mr and Mrs Helen and Mark Sismey-Durrant; internal alterations to dwelling to create a new dining space and snug with roof lights and a new log burner, utility room, store and shower room. Replacement doors to store, window to link and bi-folding doors to dining area and snug. Conversion of flat roofed area to a pitched roof, and insertion of bi-folding doors to pool area, with new car port; The Old Vicarage, Little Bytham Road, Castle Bytham. The Councillors had no comments on this application. B) S23/2212, Mr and Mrs Rees; erection of two storey and single storey rear extension, including internal and external alterations; 10 Cumberland Gardens, Castle Bytham . The Councillors had the following comments to return to SKDC: to please pay attention to parking of construction vehicles, being considerate and not a nuisance to other householders. The hours of working should also take into account the proximity to other properties.C) Mr and Mrs P Beece; erection of two storey rear extension; 15 Pinfold Road, Castle Bytham. The Councillors had the following comments to return to SKDC: to please pay attention to parking of construction vehicles, being considerate and not a nuisance to other householders. The hours of working should also take into account the proximity to other properties. All trade vehicles should be parked on the construction site and consideration taken in relation to events at the village hall opposite the development site. D) - S23/2178, Patrick Candler; erection of single storey extension to rear and porch to front of property; 1-3 The Old Wheatsheaf, Castlegate, Castle Bytham. The Councillors had the followings comments to return to SKDC: to please pay attention to the parking of construction vehicles. E) S23/2179, Patrick Candler; erection of single storey extension to rear and porch to front of property; 1-3 The Old Wheatsheaf, Castlegate, Castle Bytham – Listed Building Consent. The Councillors had the followings comments to return to SKDC: to please pay attention to the parking of construction vehicles. F) S23/1881, Mr Jamie Sopp; addition of a lean-to extension for outdoor kitchen on West façade, and solar shading to East, South and West facades. Alterations to openings from existing approved drawings; Caravan at Owls Lodge, Morkery Lane, Castle Bytham. The Councillors had no comments on this application.
9.Sand bins and sand bags location
The three sand bins currently located behind the village hall will moved to three different locations: bottom of Heathcote Road, before Counthorpe Bridge, bottom Water Lane. The parish Council will accept SKDC’s offer of sand and sand bags,
10.Village pump
Deferred.
11.Amenities Working Group report; mowing schedule; pond matters
Cllr Hayward was contacting contractors and considering three options – quotes could be ready in January. Cllr Hayward had spoken to District Councillor P Robins with regard to the badly eroded upper green side steps; SKDC will be able to repair the steps. The handrail brackets at the central steps have been replaced.
12.Burial Committee matters 
None. The Councillors agreed to add to the cemetery fund every year.

Cllr Brooman said that a shorter tree should be purchased in 2024 and decorated before putting it up. Baubles will be purchased in the summer, cost to be discussed at the July meeting.
15.Councillors’ verbal reports
Cllr McLaughlin will fill in the devolution questionnaire.
Cllr Brooman asked for the January 2024 meeting to be moved to 24 January; clerk to check whether the village hall would be free that evening.
