2.Approve minutes 21 August 2024
The record of the meeting held on 21 August 2024 was approved and signed by the Chairman. Proposed by Cllr Goode, seconded by Cllr Hayward, all in favour.

6.Planning issues - verbal report from the Planning Working Group
Cllr McLaughlin said that the Midsummer Festival Committee had been made aware of application S24/1474; Cllr McLaughlin had carried out a site visit to the field south of 31 Station Road. Neighbours were concerned about the height of the proposed dwellings. The Parish Council will state some conditions on their response to SKDC regarding ridge height, parking and access during building work. Other elements will be dealt with once a detailed application has been received. Cllr Brooman said that a management plan would be advisable.

7.Planning. A ) S24/1474 - Mr RP Tinsley. Outline application for residential development for up to 2 dwellings (all matters reserved except for access).Land To The South Of, 31 Station Road, Castle Bytham. The Councillors had the following comments to return to SKDC: Castle Bytham Parish Council request that the applicant keeps the ridge height of the proposed houses the same or below those of the adjacent properties.  During construction we request a condition that materials storage and developers vehicles be stored within the confines of the site and not on Station Road.  Many of the houses opposite do not have off street parking, which makes on street parking in the area the norm.  We request no construction work to start before 0800, due to proximity of neighbours.B) S24/1488 - Mr W Theedom. Installation of an air source heat pump (ASHP), exceeding 0.6M3. 31 Bytham Heights, Castle Bytham. The Councillors had no comments on this application. C) S24/1533 - Mr Mark Nicholls. Section 73 application to vary condition 2 of planning permission reference S23/1942 - (amendments to house type. Land At Holywell Road, Castle Bytham. The Councillors had the following comments to send to SKDC:Having already had so many applications rejected for excessive built form and scale, the parish council strongly object any further attempt to increase the size of the house. By adding another bedroom and increasing the size of the house, this would put unnecessary encroachment on surrounding properties, which would further exacerbate the "significant enclosing and dominating effect".
8.Amenities Working Group report 
Cllr Hayward had reported the empty grit bins. Signs will be placed on both grit bins and sand bins. Cllr Hayward was waiting for a quote from RBL for work on the Christmas tree socket at the Upper Green.
9.Vandalism at the Glen Road playing field
A picnic table and bench was vandalised at the playing field. Cllr Brooman had informed the police. A quote will be sought from ‘Men in Sheds’ for a replacement table. Cllr McLaughlin will collect the wood from the destroyed bench. The bench will be removed from the assets register.
10.Request for financial assistance from the Children’s Christmas Party committee
The Councillors voted in favour of a £300 donation to the Children’s Christmas Party committee. Proposed by Cllr Brooman, seconded by Cllr Goode, all in favour.

Contact details had been updated.

A recruitment drive was being carried out.

Resident  - the street sign at the bottom of Heathcote Road is in need of repair.

15.Accounts 
Cllr Broomand had circulated a budget update prior to the meeting; the accounts were healthy at present.
The following payments were approved:
- BDG Mowing -playing field £360.00
-MCS Ground Care - mowing £660.00
-M Cooke - salary 26 weeks £1195.43
-HMRC - clerk’s PAYE £298.86
16.Councillors’ verbal reports
Cllr Brooman said that Adam Knowles from SKDC had asked the Old Quarry developer’s agent about the debris discarded to the bottom of the quarry during recent construction work; no action was taken as no more work was scheduled at the present time.
Cllr Lee had been made aware by Cumberland Gardens residents that the rough patch of the vegetation at the top of the cemetery was encroaching garden hedges.
