2.Approve minutes 20 December 2023
The notes of the 20 December meeting were approved as minutes and signed by the Chairman. Proposed by Cllr Lee, seconded by Cllr Hayward, all in favour.

6.Planning issues - verbal report from the Planning Working Group
Cllr Dugmore presented the report - SKDC has granted planning permission to the following applications: S23/2036 for tree work at 34 High Street; S23/2186 for tree work at 10 Cumberland Gardens; S23/1442, Land adjacent to Morkery Lane, S23/2151, non-material amendments at 43 Station Road; S23/1806, Zetland House, Little Bytham Road for approved details reserved by condition; S23/1805, Balwen House, Little Bytham Road; S23/1917 for tree work at 52 Glen Road. ENF23/0287 was being investigated.
The Planning Working group had no comments on applications S23/2349, S23/0039, S23/0037, recommendations for application S23/2257 and comments for application S23/1942, which were endorsed by the Councillors.
7.Planning. A) S23/2349 – Mrs June Burrell; variation to conditions 4 and 6 of S07/1313 Change of use of stables to cattery and garage to office/reception/storage & erection of cattery buildings) to change ownership and dwelling tied to cattery. Zetland House, Little Bytham Road, Castle Bytham. The Councillors had no comments on this application. B) S23/1942 – Mr Mark Nicholls; erection of a single dwelling. Land at Holywell Road, Castle Bytham. Amended information for submitted application. The Councillors had the following comments to return to SKDC - The Parish Council reiterates its previous comments of 15 November 2023 which are as follows:
           The Parish Council objects to this application. The density issues, with all the applications at this    
           site, still remain and the addition to the overall development produces a cramped development in 
           total. The application still proposes an unacceptable and adverse impact on neighbouring 
           residents including the existing plot 1, which the new house would be closer to. 
          The Parish Council also notes that the ridge height on the new plan is higher, in line with the house   
          next door but one. 
          The eave height is similar.
          The right gable has been removed with the window now flush with the roof line.
          There also appears to be an internal change on the front living room which appears to be losing   
          the  internal fireplace for a flush fireplace.
          These factors make the proposed building even less compatible with the neighbouring dwellings. 
 C) S24/0039 – Mr McLaren; section 211 notice in relation to a 2m in height and 1m lateral reductio to Cherry tree in front garden and a 4m reduction in height to two Maple trees along front boundary with neighbouring property. 6 Cumberland Gardens, Castle Bytham. The Councillors had no comments on this application. D) S24/0037 – Mrs Mitchell; section 211 notice in relation to a 5m reduction in height to Maple tree in rear garden of 5 Glenside. 5 Glenside, Castle Bytham. The Councillors had no comments on this application.  E) S23/2257 - Mr & Mrs Gwyn & Lesley Richardson; demolition of existing conservatory and erection of single and two storey extension to the side and rear, with veranda and balcony. 8 Cumberland Gardens, Castle Bytham. The Councillors had no comments on this application but recommended that materials used should be in keeping with the existing building and the neighbourhood; to please pay attention to parking of construction vehicles, being considerate and not a nuisance to other householders.  The hours of working should also take into account the proximity to other properties. Mud on the road from construction vehicles should be cleared promptly. 

8.Repair of the bus shelter
A tile had been blown down during a storm. Cllr Hayward will contact Andrew Rowe who had built the bus shelter to find out whether he would be able to carry out the repair work or recommend someone who could.
9.Update on bridge repair into the castle mound
Deferred.
10.Finalising the upper green tree debate
Cllr Hayward will take a picture of the dead tree and ask Patrick Candler for advice on a replacement tree.
11.Sand bag refill and moving the boxes
Cllr Lee will move the sand bins to their new locations. The clerk will contact SKDC to have accept their offer of sand delivery.
12.Amenities Working Group report; mowing quotations
Cllr Hayward is awaiting a second quotation and will circulate both quotations. 
13.LALC - subscription 1 April 2024 - 31 March 2025
The Councillors unanimously agreed to renew the LALC subscription for 2024/25 at a cost of £122.20 – the lower cost was due to a £139.00 credit on the account.
14.Greater Lincolnshire devolution consultation
The Parish Council had received hard copies of the consultation and the Councillors will return them individually.
