The record of the meeting held on 17 July 2024 was approved as minutes and signed by the Chairman; proposed by Cllr Dugmore, seconded by Cllr McLaughlin, all in favour.

6.Planning issues - verbal report from the Planning Working Group
Cllr McLaughlin said that the Planning Working Group had made a site visit for applications S24/1209 and application S24/1210; the roof tiles were in keeping with some of Castle Inn’s roof tiles; the Planning Working Group suggested the Parish Council support both applications.
7.Planning. A ) S24/1209 - Mr W Stanton. Erection of a Gazebo (Retrospective). 9-11 The Castle Inn, High Street, Castle Bytham. Full Planning Permission. The Parish Council voted in favour of supporting the application. B) S24/1210 - Mr W Stanton. Erection of a Gazebo (Retrospective), 9-11 The Castle Inn, High Street, Castle Bytham. Listed Building Consent. The Parish Council voted in favour of supporting the application.
8.Amenities Working Group report - approve additional cost for trimming cemetery bushes; sand bins signage; sand bags; small shovel; battery operated sticky lights for sand bins.
The Councillors voted and unanimously approved the £40 additional cost for trimming the cemetery bushes. The area at the north-west of the cemetery will need some work to keep the grass under control; Cllr McLaughlin suggested a management plan for that area. Signage for the sand bins was being costed; SKDC will be asked to refill the bins. Tubing for the Upper Green Christmas tree was being costed.
9.Playing field ISO - safety concerns
The Councillors agreed that ’No Climbing’ signage was sufficient.
10.Request for financial assistance from the Children’s Christmas Party committee
Deferred until the next meeting; the application form has not yet been returned.
11.Lincolnshire Minerals &Waste Local Plan: Preferred Approach consultation
Cllr McLaughlin will fill in the online response form; there were no changes to Creeton quarry operation.
12.SKDC invitation to drop-in sessions - Parish/Town Council Forum
No Councillors were available for the drop-in-sessions.
13.Emergency Plan update
Cllr Brooman had updated the Emergency Plan with the new locations of the sand bins and contact details. The Emergency Plan was due for review at the end of the year.
14.Recruitment to the Parish Council
Cllr McLaughlin will circulate a proposed recruitment poster.
15.Resident’s e-mail regarding building work and trees at the Old Quarry
Cllr Brooman had contacted SKDC’s Enforcement Officer who was not able to gain access to the Old Quarry and will try to contact the owner.
16.Resident’s e-mail regarding the former playground adjacent to 42 Holywell Road
The Parish Council does not own the former playground; the resident will need to approach the landowner.

19.Accounts - completion of audit
Cllr Brooman had circulated his financial report and said the accounts were healthy currently.
PKF Littlejohn have completed the external audit and sent section 3 of the AGAR.

20.Councillors’ verbal reports
Cllr McLaughlin was concerned about the appearance of the Upper Green railings and suggested sanding down and repainting them. Clerk to ask District Councillor Penny Robins whether SKDC were still offering help for little jobs.
