Minutes of the meeting held on 17 April 2024

A talk on correct items to put in black, grey and purple bins was given by an LCC Officer from Waste Services, followed by a Q & A session. The Chairman thanked the Officer.

2.Approve minutes 20 March 2024
The record of the meeting held on 20 March 2024 was approved as minutes and signed by the Chairman. Proposed by Cllr Goode, seconded by Cllr Lee, all in favour.
3.Matters arising
The Chairman had received a letter of resignation from Cllr Mark Morritt; the Councillors expressed their thanks to Cllr Morritt for his contribution to the Parish Council during his tenure. 
4.County Council matters
County Cllr C Vernon said that LCC were intending to repair the bridge onto Castle Mound during the first week in June; the chain placed by the landowner should be removed once the work is completed. The ‘Let’s Talk Lincolnshire’ traffic survey was advertised on the LCC website – more than 50% of the respondents to the survey were in the over 75 age group. The vehicle speed reactive sign on Station Road has been repaired. Photo ID will be required for voters at the Police Commissioner election on 2 May. Water Lane and Heathcote Road were on the scheduled list for road repair once Water Lane had dried out.
5.District Council matters
District Cllr P Robins said that no decision had been made with regard to the future of Deepings Leisure Centre. Various events were planned for the D-Day Anniversary on 6 June. Cllr Robins will investigate the issue of bonfires in the village creating toxic smoke from burning mattresses. Cllr McLaughlin said that residents were choosing to burn their waste rather than take it to recycling centres in Bourne or Grantham; Cllr Brooman had tried to report fly tipping on FixMyStreet but there was no option to do so.
6.Planning issues - verbal report from the Planning Working Group. The Councillors agreed with all recommendations from the Planning Working Group. SKDC  has granted planning permission to the following applications: S23/1881 - Caravan at Owls Lodge, Morkery Lane; S23/2212 - 10 Cumberland Gardens; S23/2257 - 8 Cumberland Gardens
7.Planning. A) S23/0403 – Mr Nicholas Terrence Eudall. Change of use of land for dog training/exercise paddocks inc associated secure fencing, vehicular access and hard-standing; Land East Of Park Farm Access Road, Morkery Lane Castle Bytham.  The Councillors had the following comments to return to SKDC:  Castle Bytham Parish Council request restrictions on operations to prevent disruption early in the morning or late in the evening from cars and barking! (Suggest 7am-10pm). Castle Bytham Parish Council suggest that road signage is not permitted (or restricted in size and location). Castle Bytham Parish Council is keen to ensure the site doesn’t generate lots more rubbish so bins for both dog and general waste should be provided and any litter on the road around the entrance should be cleared regularly by the operators. Parking should be restricted to only inside the boundary, no parking on the road. Fencing used should be designed to reduce entrapment of passing wildlife such as deer. B) S23/2105 – Mr and Mrs Crompton. Erection of fence and gate; Castle Farm, Glen Road, Castle Bytham. The Parish Council had to return their response by 18 March and had no comments on this application which was granted planning permission by SKDC on 22 March.
8.Risk assessment
The risk assessment register was revised by Cllr Brooman and circulated to the Councillors; a new item was added: ‘Extreme Weather’, which will be mitigated by Emergency Plan reviews and dissemination; all Councillors in favour - proposed by Cllr McLaughlin, seconded by Cllr Dugmore.
9.Amenities Working Group report 
Cllr Hayward said that pantiles had been obtained for the High Street bus shelter repair. Dog foulind was becoming an issue; County Cllr C Vernon suggested approaching the Bythams School suggesting pupils design ‘no dog fouling’ posters.
10.Volunteers working parties
Cllr McLaughlin will identify projects and make a list of jobs; on agenda at the May meeting.
11.SKDC Neighbourhoods – consultation on Public Spaces Protection Orders
Posters were displayed on the notice boards. The Councillors will look at the consultation.
12.South Kesteven Village Services and Facilities Survey 2024
The clerk will start filling in the survey and circulate it to the Councillors for their input.
13.Request for financial assistance from Castle Bytham Youth Club
The Councillors unanimously approved a £125.00 donation to Castle Bytham Youth Club. Proposed by Cllr Hayward, seconded by Cllr Lee.
14.Suggestion from a resident for a pathway from Cumberland Gardens to Water Lane
The Parish Council will make another request to LCC on this matter.

17.Accounts
Cllr Brooman had prepared an updated budget. Only £1500 was  not budgeted. The clerk’s salary will be reviewed at the May meeting. 
The following payment was credited by BACS:
SKDC – Precept £17,845.00
The following payments were approved:
-LALC – annual subscription £122.20
-MCS Ground Care – mowing £450.00
-JRB Enterprise – dog waste bags £76.98
18.Councillors’ verbal reports
Cllr Brooman said that a child had been observed climbing to the top of the ISO on the playing field; a ‘Do not climb’ sign will be placed by the container. Cllr Brooman asked for the Parish Council minutes to be placed on the notice boards.
Cllr McLaughlin said that an £11M water restoration project had been allocated for local projects to provide access to blue spaces. Anglian Water were providing 3M; the Parish Council had eight weeks to put in an application for the pond; around £75000 would be required for a full refurbishment of the pond for the protection of wildlife. County Cllr C Vernon will help with the application for quotes. The last pond survey was carried out in 2016.
Cllr Dugmore asked whether a Lottery Heritage Fund would be an option for the village pump repair; Cllr Brooman will e-mail Mark Morritt who had made some enquiries regarding repair costs and funding.
