2.Approve minutes 15 May 2024
The record of the meeting held on 15 May 2024 was approved as minutes and signed by the Chairman. Proposed by Cllr Hayward, seconded by Cllr Dugmore, all in favour.
3.Matters arising
All matters arising were on the agenda.
4.County Council matters
County Cllr C Vernon had nothing to report prior to the 4 July parliamentary election.
5.District Council matters
District Cllr P Robins had nothing to report prior to the 4 July parliamentary election. Cllr Robins was aware of tyres being burned in bonfires at a property on Clipsham Road - Lincolnshire Fire & Rescue had been contacted regarding this matter. Street light in Church Lane - SKDC cannot trim the branches obscuring the light as the tree they belong to is situated in a private garden; the clerk will write to the residents of the property asking whether they could trim the tree. SKDC were aware of the litter bins blocking the pavement on Station Road. Cllr Brooman said that a front wall at a Pinfold Road property which is for sale was about to collapse.
6.Planning issues - verbal report from the Planning Working Group
Cllr McLaughlin said that the planning inspectorate decision on the Mallard Pass solar farm application had been postponed until after the 4 July election. Planning applications S24/0853 and S24/0905 were for the same site and the response will be the same for both; there had been concerns that planning permission previously granted for an office at the site could lead to the office being used as a dwelling although the planning condition stated that the building should only been used as an office. Part of the land had been sold to Severn Trent water company who had lodged an objection to the application.
7.Planning. A) S24/0853 – Mr Anthony Eudall. Change of use of an agricultural building to a single dwellinghouse under Class Q (a) of the GPDO; Land On Morkery Lane Castle Bytham. B) S24/0905 – Mr Anthony Eudall. Remove and replace timber framed building for use as a dwelling; Land East of Park Farm Access Road, Morkery Lane, Castle Bytham. The comments from the Parish Council were the same for both applications: Castle Bytham Parish Council object to this application on the following grounds:
a. The permitted development S24/0853 has not been approved and should not be approved. There is no permitted development for C3 use under class Q(a) because the provision has failed/not been met, the application approved in January 2024 sought to take the unit out of agricultural use, which if this happened, class Q cannot be claimed; b) There is a specific condition stating that the building shall not be occupied as a dwelling – therefore how can the C3 use be established? The building was never erected, the original use was never established & there is a condition restricting use for a dwelling-house.And c) Fundamentally SKDC have already stated that this is not a sustainable location for a dwelling.
7.LCC proposed waiting restrictions, High Street, Castle Bytham
The Councillors discussed the proposal at length and agreed on the following comments to be returned to LCC: CBPC recognises that there is a risk to pedestrians and vehicles on this stretch of the high street, however we do not feel that this proposal is the best solution in its entirety, as it has too great an impact on residence, local commercial properties and religious buildings in the local area. We have stopped short of putting forward alternatives as we do not have the data available to provide solid recommendations.
8.Amenities Working Group report
Cllr Hayward said that a resident had donated pantiles for repair to the High Street bus shelter which had now been completed.The Councillors unanimously approved a £150 quote from MCS Groundcare to cut back ten cemetery shrubs and re move the debris. The Councillors unanimously approved a £138.98 expense for D-Day 80th anniversary commemoration signs; proposed by Cllr Brooman, seconded by Cllr Dugmore, all in favour.The grit bins will be moved from the back of the village hall. Cllr Lee said that a small digger will be needed to create a larger holding socket for the Upper Green Christmas tree. Cllr McLaughlin has produced a template for a sign that will appear in orange powder next to dog mess left on pavements - the powder will wash away.
