1. Declarations of interest

2. Approve minutes 13 February 2019

The notes of the extraordinary meeting held on 13 February 2019 were approved as minutes and signed by the Chairman. Proposed by Cllr Goodman, seconded by Cllr Harvey, all in favour.

3. Matters arising

Work on the upper Green central steps will start on 25 February 19. Work on trees at the cemetery and Upper Green will start on 27 March 19 - Cllr Hinton will carry out wildlife observation at the cemetery Austrian pine to be felled and write a report.

4. County Council matters

The large pothole outside 51 Glen Road has been filled in and work on Regal Gardens potholes has been completed.The street lamp outside 15 Clipsham Road is obscured by a tree; LCC or SKDC will be contacted after establishing whose responsibility it is.

5. District Council matters

6. Planning issues - verbal report from the Planning Working Group

One SKDC planning officer will take charge of all current applications at The Old Quarry; two officers had been allocated recent applications; the Planning Working Group pointed out that all applications had to be considered in conjunction. Cllr Goodman was in the process of preparing a planning spreadsheet of all approved applications during the past year and checking whether planning conditions had been applied. The Planning Working Group had a site visit at Fieldways (7a) and found the design sympathetic; the car turning point was satisfactory.

7. Planning

a. S19/0068 – Mr Potton. Erection of three outbuildings and conversion of garage to form music room. Fieldways, St Martins, Castle Bytham. The Councillors were unanimously in favour of the application.

b. S19/0122 – Mr and Mrs Buik. Section 73 application to vary Condition 2 (approved plans) of S16/2614 to allow alterations to Barn 1. Rectory Farm, 26 Glen Road, Castle Bytham. The Councillors were unanimously in favour of the application

c. S19/0180 – Dr Dallas Burston. Erection of 18 dwellings (Reserved Matters pursuant to S17/1134 – parcel A layout only); The Old Quarry, Station Road, Castle Bytham. County

Cllr Mr B Adams will arrange an extension of the deadline for comments on this application so that a meeting between planning officer Mr P Moore, Cllrs Dennis, Goodman and Hinton can be arranged in order to look at all applications in conjunction with one another.

SKDC has given planning permission to the following applications:

S19/0049 - approval of works on trees protected by a tree preservation order; cemetery off High Street. Remove Pine tree (T1) to ground level. The tree shall be replaced by another Austrian pine tree or other suitable species to be agreed with the local planning authority prior to the felling. The replacement tree shall be planted during the first planting season or within 12 months, whichever is the sooner, following the felling of the tree.

S18/2241 - Old Quarry House, Morkery Lane; approval of details reserved by Condition 3 (foul water drainage) of S18/1625.

S18/2076 - 34 Water Lane. Section 73 application to vary condition 2 (approved plans) of planning approval S16/1043 to alter the design of single storey extension.

S18/2312 - 6 Glenside. Work on trees

S18/2300 - 1 Heathcote Road. Work on trees.

S18/1940 - Park House Farm Cottages, Valley House, Morkery Lane. Single and two story extension to dwelling.

8. Request for financial assistance for the Senior Citizens’ Christmas Lunch

The Councillors unanimously agreed a £400 donation and will suggest the Senior Citizens Christmas Lunch Committee take on a task at the Midsummer Festival in order to receive additional funding.

The Committee could apply to the parish council after June should there still be a shortfall.

9. Request for financial assistance for the Children’s Party

The Councillors unanimously agreed a £400 donation as the Children’s Party Committee is under new management but would like to have sight of accounts for any future grants.

10. Pond matters - discuss intended works; letter to the riparian owners regarding risk assessment and insurance against any loss/damage

The Councillors were disappointed not to have been consulted on proposed works at the pond which were announced in Glenside News. Clerk to write to the riparian owners and LCC Highways to state that the parish council will not accept any responsibility for any work carried out without its authorisation. For the duration of the works the riparian owners will therefore take on full responsibility for health and safety, environment impact and any damage.

11. Amenities Working Group report

A quotation for work on the rough patch at the top end of the cemetery has been received; a second quotation from Michael Wright and Tim Smith will be presented at the next meeting. More top soil will be ordered for the end of March. Work on the fence was on hold until the pine is felled.

Fenland Leisure had carried out all repairs at the playing field and booklet detailing all work done had been received.

12. Cemetery matters – memorial request

A memorial request was unanimously approved and the paperwork signed.

13. Minerals and Waste - LCC draft statement of community involvement

The Councillors had no comments.

14. Report from Village Hall Committee

Cllr Dennis reported that PAT testing had been carried out. The hall was now booked twice a week to The Shires School. Asset purchase: piano £120.Repairs to pipes, chillers and castors for the bar had cost £818.15. The wassail event had made a £1616.54 profit. Two radiators will be installed in the supper room which will enable it to be heated separately from the main hall. The purchase of table top games was considered with the possibility of games evenings.

16. Discuss donation to resident to thank for gift of minutes book

A resident has donated a bound ledger that will be used as a minutes book, saving the parish council approximately £120; the Councillors unanimously agreed to make a donation of £50 to the resident’s preferred charity for research into diabetes.
