Minutes of the extraordinary meeting held on 13 February 2019

1. Declarations of interest; dispensations

Cllrs Dennis, Goodman, Hayward, Hinton declared a personal interest with regard to item 4 a and presented dispensation forms which were accepted by the parish council; proposed by Cllr Dennis, seconded by Cllr Martindale, all in favour.

2. Approve minutes 16 January 2019

The notes of the 16 January 2019 meeting were approved as minutes and signed by the Chairman. Proposed by Cllr Goodman, seconded by Cllr Martindale, all in favour.

3. Planning

a. S18/2380 – Dr Dallas Burston. Outline permission for the erection of a village shop and associated parking area with all matters reserved. The Old Quarry, Station Road, Castle Bytham. The Councillors had no objections to this application.

b. S18/2381 – Dr Dallas Burston. Outline permission for residential development for self-build or custom build housing comprising 7 plots with all matters reserved. The Old Quarry, Station Road, Castle Bytham. The Councillors made the following comments:made the following comments:

The proposed application is an over -development of the site - the density of 7 houses is too high and green space will be lost.

The street scene will be adversely affected – the proposed new building line will closely front onto the road whereas existing houses along both sides of Station Road are all set back from the road.

The Councillors were aware of planning application S19/0180 for 18 dwellings (Reserved matters pursuant to S17/1134 parcel A layout only); application S19/0180 will be on the agenda at the 20 February Parish Council meeting.

All current applications need to be seen in conjunction with each other.

As the above current plans for a total of 25 houses represent approximately one-third of the total development the Councillors would like to see some commitment for the provision of affordable homes to be integrated within any condition to be applied in the event of authorisation with or without the parish Council’s consent.

The Councillors would like to arrange a meeting with the planning officers involved, namely Mr Labisi and Mr Moore in order to discuss the overall effect of these separate applications as there appears to be both overlap and some confusion. Therefore until these matters have been cleared up it is not possible for the Parish Council to commit to a decision for or against.

c.S19/0068 – Mr Potton. Erection of three outbuildings and conversion of garage to form music room. Fieldways, St Martins, Castle Bytham. Deferred until the 20 February meeting.

d. S19/0122 – Mr and Mrs Buik. Section 73 application to vary Condition 2 (approved plans) of S16/2614 to allow alterations to Barn 1. Rectory Farm, 26 Glen Road, Castle Bytham. Deferred until the 20 February meeting.
