Minutes of the meeting held on 18 November 2020
Present:
Cllr Harvey in the Chair, Cllrs Brooman, Farley, Goodman, Hayward, Hinton, McLaughlin, Thomas, Webber.
In attendance:
County Cllr B Adams, 2 members of the public.
Cllr Adams was experiencing technical problems with Zoom and was unable to take part in the meeting.
The meeting was conducted using Zoom IT conferencing facility in line with advice from the National Association of Local Councils.
1. Declarations of interest
None.
2. Approve minutes 21 October 2020
The notes of the meeting held on 21 October 2020 were approved as minutes and will be signed by the meeting Chairman.

3. Matters arising
Proposal details for planting and fencing off at the village pump by residents was awaited.

6. South Kesteven Local Plan Review - Issues and Options Report - Public Consultation; report from the Planning Working Group
Cllr Brooman presented the report. It was proposed by Cllr Goodman, seconded by Cllr Thomas to approve the document and the adjustments to be made prior to sending to SKDC. It was proposed by Cllr Goodman, seconded by Cllr Hinton that there was no need for the document to come back to the Parish Council before being sent to SKDC.
Cllr Goodman praised the very professional and outstanding piece of work from the Planning Working group in their report - the Councillors were unanimously in agreement.
7. Planning issues - verbal report from the Planning Working Group
Cllr Thomas said that a watching brief had been placed on 3 planning applications:
A. Lark Hill Barn Farm - S116/2814; clerk to ask Cllr Adams why the Parish Council had not been consulted on this application which was refused by SKDC and subsequently granted on Appeal.
B. Priory Farmyard - this application was granted on Appeal.
C. Land off Water Lane - a retrospective application will be submitted shortly; trees had been planted and hedging was planned.
8. Planning
Cllr McLaughlin said that two applications for work on trees had been received but were too late for the agenda; Cllr Thomas will inspect the sites.
SKDC has granted planning permission for application S20/1639 - work on trees at Willow Rise, Water Lane.
9. Amenities Working Group report – cemetery paths quotations; tree work quotation; ‘Men in Sheds’ bench quotation; pond; Water Lane
The Parish Council considered two quotations for the cemetery paths and chose the tarmac planing path option and awarded the contract to Bespoke Landscaping at cost of £1780; proposed by Cllr Hinton, seconded by Cllr Thomas, all in favour. The Amenities Working Group will confirm in writing with Bespoke Landscaping. Cllr Goodman asked for a note to appear in Glenside News informing of the access disruption during the week planned for the work in February/March. A quotation for work on trees at the cemetery had been received; clerk to seek two more quotations. The final price for 3 tables and 2 benches was awaited from ‘Men in Sheds’. Repair work on the cemetery fence had not yet been completed.
The playing field protruding bolt will be fixed in the next few days. It was agreed, based on correspondence from Nigel Allsopp who built and installed the sluice gate, that no action was needed at this time in terms of repairs.
10. Recreation Field development – business plan; installation of storage unit
The business plan was still pending. Cllr Hinton had written to Mrs Merritt, who had donated the playing field land to the Parish Council in 1982, with regard to installing a storage unit.
11. Installation of village gateways and flower displays at village entrances
Quotations from ‘Men in Sheds’ for wooden gateways and planters will be sought. Cllr Hayward will measure the verges.
Cllrs Hayward, Harvey and Hinton will then develop specific proposals with costings.
12. Requests for financial assistance
a. Castle Bytham Children’s Christmas Party Committee - the Councillors voted unanimously in favour of a £400 donation; proposed by Cllr Goodman, seconded by Cllr Thomas.
b. Senior Citizens Christmas function - the community shop was no longer considering Christmas meals butwas proposing to deliver Christmas weekly treats to senior citizens who were on the ‘Party Girls’ list during four weeks in December. It was proposed by Cllr Brooman, seconded by Cllr Thomas, to donate £200 - the motion was carried.
13. Discuss purchase of Christmas tree for the upper green
The Councillors unanimously voted in favour of spending £140 for a Christmas tree at the upper green. Proposed by Cllr Goodman, seconded by Cllr Hinton.
14. Western Power plans to remove overhead cables and lay underground supplies
Cllr McLaughlin said that there had been no updates. Cllr McLaughlin was working on a digital map of utilities in the village .

Cheque 101272 was destroyed because an incorrect invoice had to be amended; the incorrect cheque was replaced by a new one, number 101274, with the corrected amount.
20. Councillors’ verbal reports
- Cllr Hayward said that debris on Swayfield Road caused by work from Open Reach was still to be cleared.
- Cllr Goodman said that the website needed to be updated with the names of current Councillors.
Cllr Goodman was preparing an application to the Lincolnshire Community Foundation for a £5000 grant from LCC under the Covid-19 Community Response Fund in order to help vulnerable people in a number of interventions; the proposal will be brought to the Parish Council.
