Minutes of the meeting held on 20 May 2020

1. Declarations of interest

2. Approve minutes 15 April 2020

The notes of the meeting held on 15 April 2010 were approved as minutes. Proposed by Cllr Goodman, seconded by Cllr Thomas, all in favour.

3. Matters arising - Covid 19

Cllr Goodman reported that the volunteer group were shopping regularly for 8 residents; more residents were now shopping online. Cllr Hayward gave credit to Cllr Goodman for her work with the volunteer group; Cllr Candler congratulated Cllr Goodman and her colleagues on the volunteer group.

4. County Council matters

County Cllr B Adams said that civic community waste centres had reopened and were operating a booking system; the centres will rotate between green waste, metal and so forth.

5. District Council matters

District Cllr C Benn said that online consultation via a website had started on St Martin’s Park, the former Cummings site in Stamford. Because of some sources of income being unavailable at present because of Covid-19, a new SKDC budget was being prepared to reflect the current situation; the new budget will be presented to Cabinet in September. Legislation had been passed to allow online local authority meetings until May 2021.

6. Insurance renewal

The Councillors unanimously agreed to renew the insurance with Zurich.

7. Annual report

Cllr Hinton had started the Annual Report which will be back on the agenda in June. A list of achievements, ambitions for the next 12 months and how the precept will be used will form part of the report.

8. Four Year Plan

Cllr Candler had circulated his revised Four Year Plan will become a regular agenda item. Trees were of concern, with a dead tree on the upper green and ash trees which may be falling prey to the current spreading disease - County Cllr B Adams suggested contacting Lyn Lord at SKDC for advice. The clerk will pass on the upper green registration folder to the Chairman and work will resume on ownership/registration of the land.

9. Planning issues - verbal report from the Planning Working Group

Cllr Thomas reported on 10 A and 10B - the ménage would be behind the side of the house and would not be seen from the road. The proposed extension was very small, using the same materials as the house and would not be seen from the road. Cllr Goodman reported 2 planning issues with regard to a house currently being built in Water Lane - solar panels have been installed on the roof rather than inside the building as the planning application specified and were not in keeping with the character of the Conservation Area; a bin store which did not appear on the original application was being built - section 15 of the planning permission stated that no building, gates etc should be built without planning permission. County Cllr B Adams decided that he would report these matters to Jonathan Short, SKDC’s enforcement officer.

10. Planning.

A) S20/0578 - Mr & Mrs Hind; proposed ménage. Tham House, 56 Glen Road, Castle Bytham. The Councillors had no objections to this application.

B) S20/0579 - Mr & Mrs Hind; demolition of rear porch and erection of single storey rear extension. Tham House, 56 Glen Road, Castle Bytham. The Councillors had no objections to this application.

SKDC granted planning permission to the following applications:

S19/0393 - Glen House, 63 Glen Road; Listed Building Consent

S20/0236 - Glen House, 63 Glen Road

S20/30 Bytham Heights

11. Amenities Working Group report on playing field, cemetery, upper green, pond

Cllr Harvey reported that all projects were on hold because of Covid-19. Cllr Hinton will carry out a technical inspection of the playing field in June.

12. Burial Committee matters - grant of right, cemetery fees review

Cllr Farley reported that the cemetery fees were very low and suggested bringing them in line with other cemeteries in the area as well as reintroducing a clause to double the fees for people who are not from the village. Cllr Goodman proposed to accept Cllr Farley’s recommendations; Cllr Hayward seconded the motion - all Councillors voted in favour.

15. Councillors’ verbal reports

County Cllr B Adams said that school transport was a major issue because of social distancing as well as which schools would reopen and when.

Cllr Harvey thanked Cllr Goodman for hosting the Zoom meeting, Cllr Hinton for his work on the community shop, Cllr Hayward for VE Day organisation and photographs for Glenside News.

Cllr Hayward thanked Cllr Goodman for the loan of Midsummer Festival bunting for VE Day. Cllr Hayward will prepare a review of potholes and ask Environment SK to clean kerb stones.

Cllr Farley had been asked by a resident about the possibility of gateways/ flower planting at the entrance of the village.

County Cllr B Adams said that the Road Safety Partnership were in favour of such gates which had a positive impact on speeding.

All Councillors gave a vote of thanks to Cllr Candler whose last meeting it was before standing down from the Parish Council. The Councillors said that Cllr Candler had been an invaluable member of the Parish Council for five years and would be greatly missed; Cllr Candler’s expertise in Local Government had been highly respected and his work very much appreciated.

Cllr Candler replied that being a Councillor had been a very interesting experience for five years and that he would still be around to help with community matters. Cllr Candler added that his fellow Councillors do a fantastic job, spending a lot of time and effort and thanked them for their help and support.
