Minutes of the meeting held on 15 January 2020

The meeting started at 19.00 to allow for a 30 minutes public forum during which residents put questions to Mr Phil Jordan regarding items 5B,C,D. Mr Jordan said that the applications would be decided in light of the new Local Plan which will be adopted on 30 January as well as the National Framework. SKDC were consulting with Natural England, the Wildlife Trust, landscape and design specialists. Residents expressed concerns on wildlife, inappropriate density of housing in a rural environment and resulting social impct, drainage and sewage, transport.

2. Approve minutes 18 December 2019
The notes of the meeting held on 18 December 2019 were approved as minutes and signed by the Chairman. Proposed by Cllr Webber, seconded by Cllr Harvey, all in favour.
3. Matters arising
Village Hall Committee - Cllr Hinton had given an MOU to Cllr Hayward; concerns regarding CCTV still had not been addressed.
4. Planning issues - verbal report from the Planning Working Group
None
5. Planning. A) S19/2190. Mr Robin Hix – erection of a building to house agricultural machinery; Potters Hill Farm, Morkery Lane, Castle Bytham. The Councillors had agreed not to comment on this application which was approved by SKDC on 13 January.
B) S19/2160. Dr Dallas Burston - outline planning application in respect of up to 136 dwellings across plots A, B and C:
Plot A: outline application including details of access, layout and landscaping for 18 dwellings; Plot B: outline application including details of access for up to 112 dwellings; Plot C: outline application for 6 self-built plots with all matters reserved.
The Old Quarry, Station Road, Castle Bytham. It was proposed by Cllr Harvey, seconded by Cllr Goodman to reject the application, all in favour. A detailed response will be sent to SKDC by the 28 January deadline.
C) S19/2094. Dr Dallas Burston – Section 73 application to vary condition 11 (relating to SSSI Working Method Statement) of planning permission S17/1134 (for 87 dwellings). The Old Quarry, Station Road, Castle Bytham. The Parish Council acknowledged this application.
D) S19/2208. Dr Dallas Burston – reserved matters (layout) for plots B and C pursuant to S17/1134. The Old Quarry, Station Road, Castle Bytham. The Parisb Council remained concerned that the concentration of affordable homes was not spread evenly across the entire quarry and should also include plot A.
Applications for works on trees approved by SKDC:
- S19/2075 – School Farm Barn, High Street; approval of works on trees protected by a tree preservation order
- S19/2139 – The Manor House, 15 High Street; trees in a Conservation Area, Section 211 Notice
- S19/2038 – Milvus House, 3 Glenside; trees in a Conservation Area, Section 211 Notice
6. County Council matters
County Cllr Adams said that the budget would increase by 3.5%. The Highways contract had been awarded to Balfour Beaty. The Environment Agency had written to the owners of 11 properties in Castle Bytham to offer the opportunity to sign up for flood alerts; 6 owners had taken up the offer.
7. District Council matters
District Cllr Benn said that Karen Bradford’s appointment as new Chief Executive would be ratified at the end of January.
8. Four Year Plan
Capital expenditure will be added and the Four Year Plan discussed at the March meeting.
9. Precept 2020/21
The Parish Council unanimously agreed to request a £15000 precept for 2020/21 - Band D equivalent £1.89/annum. £5000 from the precept will be paid into a reserve account. Cllr Hayward to research the best savings accounts.
10. Amenities Working Group report
Cllr Hayward said that potholes had been reported to Highways.Cllr Harvey had carried out a safety inspection of the playing field on 9 January. Cllr Hinton will out a technical assessment of the playing field in February.Work carried out by The Duke of Edinburgh award volunteer had been excellent. Cllr Hinton will apply sandolin to the crossroads bench. John Turner had given advice on the cemetery fence and will be sending a quotation. A site visit will be arranged with Tim Smith to discuss options for the paths.
11. Cemetery matters
A memorial application for ‘Set in Stone’ was approved.
12. Pond matters
Cllr Hinton said that nine flood alerts had been issued during the past year. An insurance claim will be made for the missing sand bin that had been located behind the village hall.
