MINUTES OF THE MEETING HELD ON 15 APRIL 2020

2. Approve minutes 18 March 2020

The notes of the meeting held on 18 March 2020 were approved as minutes. Proposed by Cllr Goodman, seconded by Cllr Farley, all in favour.

3. Matters arising

4. Covid-19 - community support group

Cllr Goodman reported that 14 volunteers had come forward; more people are now able to receive home deliveries and the volunteers now help around 8 people. Checks were being made on vulnerable residents. Grateful feedback had been received. The Lincolnshire Resilience Forum was coordinating all volunteer groups and covering all volunteers with insurance. Cllr Goodman added that volunteers were now helping residents to cope with isolation and would sign post anyone in need of wellbeing, welfare and mental health support. Cllr Candler offered congratulations to Cllr Goodman for setting up a marvellous service.

7. Planning issues - verbal report from the Planning Working Group

Cllr Thomas reported that 8A and AB applications would improve the buildings and any changes would not be seen from the road. With regard to application 8D, Cllr Mellows had no issue about the proposed extension over the garage, having driven past to visualise the impact.

8. Planning.

A) S20/0236 - Mr & Mrs Martin and Julie Dupree; Section 73 application to vary condition 2 of planning permission S18/0886 (change of use and carport to office accommodation and associated alterations). Glen House, Glen Road, Castle Bytham. The Councillors had no objections to this application.

B) S20/0393 - Mr & Mrs Martin and Julie Dupree; Section 19 application to vary condition 2 of Listed Building Consent S18/0885 (Alteration to Listed Building). Dupree Creative Ltd, Glen House, Glen Road, Castle Bytham. The Councillors had no objections to this application.

C) S20/0415 - GD & DA Hix & Son Ltd; application for approval of reserved matters (access/ scale/layout and materials) in connection with S18/1300. Land adjacent to 37 Station Road, Castle Bytham. The Councillors had no objections to this application.

D) S20/0480 - Mr Prior; first floor extension over the existing garage, with internal alterations and garage conversion. 30 Bytham Heights, Castle Bytham. Councillors had no objections to this application.

SKDC has granted planning permission to the following applications:

S20/0275 - 19 Glen Road

S20/0276 - Land off Station Road, Castle Bytham; approval of details reserved by condition

S18/2381 - The Old Quarry, Station Road; outline permission for 6 self build or custom build housing

S20/0200 - 2 St Martins

S20/0067 - 26 High Street

9. Amenities Working Group report

Cllr Webber said that there had been no meeting of the Amenities Working Group and that all projects were on hold.

The playing field visual inspection report had been circulated. Cllr Hayward was continuing to report pothole and HGVs issues to County Cllr B Adams. Cllr Thomas thanked Cllr Hayward for his excellent correspondence on highways and traffic issues. Cllr Thomas reported that a resident had badly sprained her ankle in a Water Lane pothole submerged in water after heavy rainfalls - Cllr Hinton suggested that the resident write a letter to Highways highlighting the nature of the injury and the date and time the accident occurred.

14. Councillors’ verbal reports

Cllr Harvey suggested printing an article in Glenside News asking residents to avoid footpaths that run close to houses in this period of self isolation.

Cllr Goodman suggested installing bunting for VE Day and ask residents via Facebook and Next Door to decorate their houses and front gardens.

Cllr Candler suggested the parish council produce an annual report on key issues which could be published in Glenside News and on the website. Cllr Candler will revise his 4 year business plan which will be on the agenda at the May meeting; Councillors will make any comments by 30 April.

Cllr Hayward reported that a pile of debris had still not been removed from the side of the road on Potters Hill; Cllr Hinton to report to Highways. Cllr Hayward said that there had been no meeting of the Village Hall Committee; a £10,000 grant had been awarded to the Village Hall Committee by SKDC.
